SUMMARY
The Heritage Road Bridge Project became eligible to receive Highway Bridge Program (HBP) funding as a bridge replacement project in December 2014. On May 8, 2015, the project was approved for funding to complete the remaining Preliminary Engineering, Environmental Analysis and Final Design. To receive the funds, via reimbursements, the City is required to execute the Program Supplement Agreement and authorize the Director of Public Works to execute said agreement.
ENVIRONMENTAL REVIEW
The Development Services Department has reviewed the proposed action for compliance with the California Environmental Quality Act (CEQA) and has determined that the proposed action qualifies for a Class 6 categorical exemption pursuant to Section 15306, Information Collection, of the State CEQA Guidelines because the proposed activity consists of basic data collection, research and information as part of a study leading to an action which the City of Chula Vista has not yet approved, adopted, or funded. The bridge project itself is currently under development review and will be fully analyzed and mitigated in an environmental document consistent with CEQA.

DISCUSSION
The Heritage Road Bridge project was initiated in 2005 when Federal funds were authorized from the “Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users” (SAFETEA-LU) Program for the City to perform Preliminary Engineering and Environmental Analysis (Studies) for the future widening of the Heritage Road Bridge.
On February 13, 2009, the City received authorization to proceed on the Studies and a Program Supplement Agreement was approved and executed per Resolution 2009-085.
The Heritage Road Bridge project became eligible to receive HBP funding in December 2014 as a replacement bridge. On May 8, 2015, this project was approved for funding to complete the remaining Preliminary Engineering, Environmental Analysis and Final Design. However, to receive and administer the HBP Funds, the City is required to execute the Program Supplement Agreement No. 017-N - State Agreement No. 11-5203R for Federal-Aid Projects with CALTRANS (Attachment 1).
The proposed action would approve the Program Supplement Agreement for Heritage Road Bridge project and authorize the Director of Public Works to execute the agreement on behalf of the City.
DECISION-MAKER CONFLICT
Staff has reviewed the property holdings of the City Council/ and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

CURRENT YEAR FISCAL IMPACT
Approval of the Program Supplement Agreement will allow the City to reimburse HBP funding that is currently budgeted in CIP STM-386 for fiscal year 2015-16. Funds will be used to complete preliminary engineering, environmental clearance and final design of the Heritage Road bridge project. A total of $2.35 million is budgeted within CIP STM386 for this purpose and is funded from the following sources:
• Total Federal HBP funds - $2,115,867
• Local TDIF - $229,400
ONGOING FISCAL IMPACT
The total bridge construction cost is estimated to be $26.0 million and is expected to be funded by federal and local revenue sources. Upon completion of the new bridge, it will require only routine maintenance costs that will be incorporated into future fiscal year budgets.
