SUMMARY

On October 14, 2015 the Director of Public Works received 1 sealed bid for the “LED Message Boards at the Chula Vista Police Department” project. The work includes adding two (2) LED message board displays and replacing two (2) static display signs  with Police Badges. The message displays would be mounted on the existing pillars in the front courtyard of the Chula Vista Police Department located at 315 Fourth Avenue.

 

ENVIRONMENTAL REVIEW

The Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act State Guidelines.

DISCUSSION

In an effort to provide dynamic, impactful messages to the public regarding important public safety issues, events and other City information, the Police Department has worked with the Public Works Department on adding two LED message displays on the corner of 4th and F Street. These LED message displays will provide high resolution, full color displays capable of displaying both video and static messages. Because of the prominent location of the LED displays on the north-west corner of the Police Department property, high visibility of various informational messages and displays will enhance the Department’s ability to effectively communicate with the public. These message boards will complement the Department’s communication strategy, which includes email notifications, press releases, and other targeted forms of communication depending upon the outreach needs of the Department. This project also includes replacing two of the current static displays (with the Police Badges) as the current static displays are faded and not in satisfactory condition.

 

On September 25, 2015, the Public Works Department advertised the “LED Message Boards at the Chula Vista Police Department” project. On October 14, 2015 the Director of Public Works received and opened 1 sealed bid from the following contractor:

Staff reviewed the bid and determined the bid submitted by Signtech Electrical Advertising, Inc. was below the Engineer’s estimate of $175,000 by $31, 239 or 17.9%.

 

The project specifications required that all contractors have the relevant experience in doing a similar project. Staff has contacted references provided by Signtech Electrical Advertising, Inc. and determined that they have the relevant experience necessary to complete this project as defined in the specifications. In addition, staff has verified their license and determined that it is current and in good standing. Staff therefore recommends that the contract for the “LED Message Boards at the Chula Vista Police Department” project be awarded to Signtech Electrical Advertising, Inc.

 

Wage Statement

The contractor and its subcontractors are required by bid specifications to pay prevailing wage (“Prevailing Wage Rates”) to persons employed by them for work under this contract. In accordance with the provisions of Section 1773 of the Labor Code of the State of California, the City of Chula Vista has ascertained the general prevailing wage scales applicable to the work to be done. The prevailing wage scales are those determined by the Director of Industrial Relations, State of California.

DECISION-MAKER CONFLICT

Staff has reviewed the property holdings of the City Council members and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. Consequently, this item does not present a disqualifying real property-related financial conflict of interest under California Code of Regulations Title 2, section 18702.2(a)(11), for purposes of the Political Reform Act (Cal. Gov’t Code §87100,et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

 

LINK TO STRATEGIC GOALS

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. LED message boards at the Chula Vista Police Department support the Connected Community goal by providing current public safety information through dynamic visual displays, 24 hours a day, 365 days a year.

 

 

CURRENT YEAR FISCAL IMPACT

Due to the nature of the funding for this project, it will be funded through two separate special funds. The LED signs will be funded through the Public, Education, and Government (PEG) Fund. There are sufficient funds appropriated in the Fiscal Year 2016 budget, and therefore no appropriations are needed for the LED signs.

 

The static signs will be funded through the available balance of the Police Department’s Asset Seizure Fund.  Approval of this resolution will result in the appropriation of $19,574 to the Supplies and Services expense category of the Asset Seizure Fund for the cost of the two static signs.  There is no fiscal impact to the General Fund for Fiscal Year 2016 as a result of this proposed action.

 

ONGOING FISCAL IMPACT

The LED signs will be under warranty for a period of 5 years. Ongoing general maintenance services for the LED signs will be performed by Construction & Repair at an estimated annual cost of $2,000 beginning Fiscal Year 2016-17.
