SUMMARY

The City of Chula Vista is committed to holding community events that promote the City and attract residents and visitors. The Office of Communications and Recreation Department staff are collaborating with local organizations, businesses and volunteers to hold the LakeFest Music Festival as part of the Chula Vista Community Fun Run on May 14, 2016.

The Director of Development Services has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 23 Categorical Exemption pursuant to Section 15323 (Normal Operations of Facilities for Public Gatherings) of the State CEQA Guidelines because it is a temporary event that would not have any permanent effects on the environment. Thus, no further environmental review is required.

DISCUSSION

 

The LakeFest Music Festival will celebrate healthy activities, fun and music at the Olympic Training Center. The event is scheduled for Saturday, May 14 and will extend the Chula Vista Community Fun Run with music and entertainment. Per the Special Events Sponsorship Policy, Councilmember John McCann has agreed to serve as the designated “leader” for the LakeFest event.

After the Fun Run, participants can spread out along the grass with their blankets, picnic baskets and lawn chairs as they enjoy the free music festival. The Chula Vista Recreation Department will provide fun, free activities for the children. Olympic Training Center athletes will be on hand to take photos with attendees and exhibits/food trucks will line the perimeter of the grassy area. The music festival will include local bands playing upbeat rock, pop, and more. A DJ will “spin” tunes between acts.

 

The attached resolution approves the sponsorship of Lake Fest as the third City of Chula Vista Signature event for fiscal year 2016. Staff recommends allocating the $10,000 in remaining funds for City-sponsored Signature Events in fiscal year 2016 to hold the LakeFest event.  

 

DECISION-MAKER CONFLICT

Staff has determined that the action contemplated by this item is ministerial, secretarial, manual, or clerical in nature and, as such, does not require the City Council members to make or participate in making a governmental decision, pursuant to California Code of Regulations Title 2, section 18704(d)(1).  Consequently, this item does not present a conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. This event supports the Connected Community Goal which emphasizes activities like the LakeFest Music Festival to enrich the community's quality of life.

 

CURRENT YEAR FISCAL IMPACT

In fiscal year 2016, $40,000 was allocated to support City-sponsored events. HarborFest 2016 received $15,000 and the 2016 Starlight Parade received $15,000. There is $10,000 remaining in fiscal year 2016 for another City-sponsored event. These one-time funds will be used to help offset the cost of the event and therefore, there are no additional appropriations required.

 

ONGOING FISCAL IMPACT

Ongoing funding will be considered as part of the annual budget process.
