SUMMARY

A vehicle assigned to the Open Space Inspection program in the Public Works Department was recently involved in an incident which damaged the vehicle beyond the point of economical repair.  There are no funds appropriated for the replacement of this vehicle in the 2015-16 operating budget.  In order for the Open Space Inspectors to perform their mission for the residents of Chula Vista, it is necessary to replace the vehicle as soon as possible.

 

ENVIRONMENTAL REVIEW

This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.  Thus, no environmental review is necessary.

DISCUSSION

A vehicle assigned to an Open Space Inspector was recently involved in an incident in an off-road situation wherein the vehicle became damaged to the point of being declared a total loss.  The program does not have enough vehicles to adequately perform its mission of managing open space contracts and inspecting open space facilities.  Since no funds were appropriated in the 2015-16 fiscal year capital budget for the purpose of replacing vehicles in this program, it is necessary to appropriate such funds from the Equipment Vehicle Replacement Fund at this time, in order to enable the replacement of this vehicle.

 

DECISION-MAKER CONFLICT

Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18704.2(a)(1), is not applicable to this decision. Staff is not independently aware, and has not been informed by any Chula Vista City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. This action supports the goal of providing Healthy Communities, as having service vehicles in good working condition allows staff to maintain and operate community and neighborhood open space facilities.

 

CURRENT YEAR FISCAL IMPACT

Sufficient funds are available in the Equipment Vehicle Replacement Fund. Staff is requesting an appropriation of $50,000 to the Capital Expenditure category of the Equipment Vehicle Replacement Fund budget for the purchase of the vehicle.

 

ONGOING FISCAL IMPACT

Since this is a replacement of an existing vehicle in the City fleet, there will be no increase in future operational costs.
