SUMMARY
On June 5, 2015, the City of Chula Vista Public Works Engineering Division advertised a Request for Proposal (RFP) for the professional services needed to provide a Master Plan that outlines the design, specifications and estimates necessary to modernize and complete the City’s Traffic Signal Communications Network (TF-396 CIP) Project. On July 23, 2015, three proposals were received, and staff has determined that STC Traffic, Inc. was the most qualified. As part of the Chula Vista Smart Cities effort, this CIP will provide for the newest connectivity and communication technology and infrastructure planning to handle the ever increasing demands required of the traffic signal system.

The Director of Development Services has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the State CEQA Guidelines. Thus, no further environmental review is required.

DISCUSSION
The City of Chula Vista currently operates over 270 traffic signals from a small traffic equipment room at the City’s Civic Center. The traffic equipment room houses all central signal communications and two traffic management servers. The existing communication interconnect consists of a third-party owned telephone-copper lines and City owned fiber optic cables. Nearly 90% of the signals in operation communicate through the copper network and the remaining 10% through the City’s fiber optics. The City also owns several traffic data collection systems spread throughout the City which communicate through a cellular network.
Over the recent years, the existing traffic signal communication network has become antiquated due to technological advancements within the traffic industry. This has made it difficult to maintain and operate current systems. These systems are instrumental in managing traffic within the City. In order to meet the current and future needs of the City, improving the current communications network and communication center will be necessary.
Staff initiated a project in the Capital Improvement Program (Traffic Management Center and Communication Master Plan (TF-396)) to seek professional services for the design and integration of a modernized Traffic Signal Communication Center and creation of Traffic Signal Communication Master Plan. The Master Plan will outline the design, specifications and estimates necessary to modernize and complete the City’s Traffic Signal Communications Network. This project will evaluate existing systems and current infrastructure to identify where improvements are needed. This project will also improve the existing traffic signal communication room in an effort to replace legacy equipment with modern equipment and reconfigured it to maximize space and ease of maintenance. These improvements, in conjunction with the Master Plan, will be necessary to upgrade and complete the communications network for the City. These services will ensure proper planning, design, and construction of the City’s traffic signal communication network and help maintain City services in traffic management. In addition, as part of the Chula Vista Smart Cities effort, this CIP will provide for the newest connectivity and communication technology and infrastructure planning to handle the ever increasing demands required of the traffic signal system.
On June 5, 2015, the City of Chula Vista Public Works Engineering Division advertised a Request for Proposal (RFP) for the professional services needed. City staff received three (3) proposals on July 23, 2015. The following three consultants submitted proposals:

§ Black & Veatch - Overland Park , KS
§ STC Traffic, Inc.- Carlsbad, CA
A consultant selection committee was formed in accordance with City Purchasing Guidelines and Chula Vista Municipal Code Section 2.56.110. The Selection Committee comprised of the following members:

§ Menjie Mei, Principal Traffic Engineer, City of Santee
§ Frank Rivera, Principal Civil Engineer
§ Bill Valle, Assistant Director of Engineering
The Selection Committee reviewed the consultant proposals and conducted interviews. Based on the results of interviews and evaluation of consultant qualifications and experience, the Selection Committee has determined that STC Traffic, Inc. as the most qualified firm.
Staff recommends to award the contract to STC Traffic, Inc. for the professional services needed to update the communication center and to develop a traffic signal communication master plan. STC Traffic, Inc. was selected based on recent experience and similar-type projects completed within the San Diego County Region. STC Traffic, Inc. has experience in planning, design, construction, and integration of Intelligent Transportation Systems, Traffic Management Centers, and communications systems. Also, STC has adequate resources to complete the work and is familiar with the City’s communication network.
By approving this resolution, the City Council authorizes the Mayor to sign the Agreement on behalf of the City with STC Traffic, Inc. The Cost, Scope of Services, and Time Limits for Delivery of Deliverables are detailed in the attached Agreement.
DECISION-MAKER CONFLICT
Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. This project supports three of the five major goals: Operational Excellence, Economic Vitality, and Strong and Secure Neighborhoods. This is achieved under this project by guiding City investments in communication technology and infrastructure which helps promote an environment for economic growth and high quality of life through the City’s traffic system. This project will provide opportunities to: access grant funding, coordinate recommendations with various projects and developments, improve services in traffic management, save money on leased communication for numerous City needs, and advance the City’s “Smart City” initiatives.
CURRENT YEAR FISCAL IMPACT
The Traffic Signal Master Plan and Traffic Signal Communications Center is included in the Western Transportation Development Impact Fee (WTDIF) as Facility OR-4 and Eastern Transportation Development Impact Fee (TDIF) Program as Facility 65. The WTDIF share is 40% and the TDIF share is 60%, based on geographical area per the nexus study adopted by Council as part of the DIF updates in November 2014.
Approval of the resolution will result in the appropriation of $28,000 and $42,000 from the Western TDIF and TDIF Funds, respectively to CIP TF-396 to cover the increased cost associated with the scope of work.

There is no ongoing fiscal impact from approving this resolution.
