SUMMARY

The Animal Care Facility received a grant in the amount of $34,290 from the Roy and Marian Holleman Foundation  These funds will be used to improve on-site safety for animals and staff, finalize improvements to emergency storage, and improve dog kennels by converting two adjacent areas to accommodate dog wash and food preparation functions.

Staff requests that $34,290 be appropriated to the Supplies and Services budget of the Animal Care Facility Department budget; this appropriation will be fully offset by grant revenue.

The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378(b)(5) of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.

DISCUSSION

Following multi-year expansions of the Cattery, Cottage, and artificially-turfed exercise yards, staff attention has focused on facility security and safety when transporting animals.  Self-closing gates and an emergency storage container will assist both areas. 

 

Dogs entering the ACF are often lost, abandoned or have not been well cared for.  Currently, when dogs are bathed, staff uses a small sink in a grooming area or a cinder block shower area.  The current grooming room is inconveniently located and not conducive for its purpose.  Converting one area adjacent to a kennel bay to a dog wash includes adding a dog-wash tub, easy staff access to appropriate shampoos, clean towels and floor covering intended to minimize slipping.  The result will be greater efficiency for staff and increased comfort for dogs.

 

Converting a second area adjacent to another dog bay will improve food preparation and increase sanitation.

 

 

DECISION-MAKER CONFLICT

Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific and consequently, the 500-foot rule found in California Code of Regulations Title 2, section 18702.2(a)(11), is not applicable to this decision for purposes of determining a disqualifying real property-related financial conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

There is no net fiscal impact to the General Fund.  Approval of the resolution will result in appropriation of $34,290 to the Other Grants Fund Budget.

There is no ongoing fiscal impact.
