SUMMARY

In an effort to address the needs of the various departments/divisions occupying the Economic Department and Housing/Neighborhood Services offices, staff is proposing the addition of a new permanent full time Senior Fiscal Office Specialist position to provide fiscal and general administrative support to the Economic Development Department (including Cultural Arts, Real Property Management, Office of Sustainability, Conservation and Environmental Services) as well as Development Services’ Housing/Neighborhood Services Division. The duties are currently being handled by a full time hourly staff member that is fully offset by non-general fund resources.

The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.  Thus, no environmental review is required.

DISCUSSION

 

In an effort to address the needs of the various departments/divisions occupying the Economic Department and Housing/Neighborhood Services offices, staff is proposing the addition of a new permanent full time Senior Fiscal Office Specialist position to provide fiscal and general administrative support to the Economic Development Department (including Cultural Arts, Real Property Management, Office of Sustainability, Conservation and Environmental Services) as well as Development Services’ Housing/Neighborhood Services Division.  The nature of the services offered by the aforementioned departments and divisions, requires a daily presence at the front counter, preparation and maintenance of accounting records, financial transactions, contract and grant monitoring, budget support, verifying accuracy of entries, invoicing and contract management.  As a result of departmental restructuring, the proposed position of Senior Fiscal Office Specialist is necessary to provide administrative services to the respective departments/divisions clientele. The duties are currently being handled by a full time hourly staff member that is fully offset by non-general fund resources. The position would be filled by this staff member who was laid off in 2011 due to citywide budget reductions.

DECISION-MAKER CONFLICT

Staff has determined that the action contemplated by this item is ministerial, secretarial, manual, or clerical in nature and, as such, does not require the City Council members to make or participate in making a governmental decision, pursuant to California Code of Regulations Title 2, Section 18702.4(1).  Consequently, this item does not present a conflict under the Political Reform Act (Cal. Gov’t Code §87100, et seq.).  Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict on interest in this matter.

The proposed action will support Economic vitality by providing the administrative support necessary to deliver the quality of service to the community.

 

CURRENT YEAR FISCAL IMPACT

The proposed changes will not have a current year impact to the general fund. The total costs for this position will be offset with funds received under AB 939 and from available funds for administration of the City’s affordable housing projects and programs.
