SUMMARY

In April, 2015, Council sold easements to Sweetwater Authority for two well sites located on City property that are a part of expansion of the Richard A. Reynolds Desalination Facility.    At the same time Council granted an easement to San Diego Gas & Electric to serve the well located at Friendship Park.  Subsequently, Sweetwater determined that a similar easement would be required for the Eucalyptus Park site.

The Development Services Director has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the proposed project was adequately covered in the previously adopted Richard Reynolds Brackish Groundwater Desalination Facility - Phase II Expansion Final Environmental Impact Report (FEIR) (SCH No. 2007101055). Thus, no further environmental review or documentation is necessary

DISCUSSION

The Sweetwater Authority (Authority) is currently expanding the Richard A. Reynolds Desalination Facility (Facility).  When complete, this proposed expansion will add five million gallons per day of production capacity to the existing facility.  In order to complete this expansion, the Authority is drilling five new wells and constructing new pipelines to transport the brackish well water to the Facility.  In April, 2015 Council authorized the sale of two easements to for well sites located at Friendship Park and Eucalyptus Park.  At the same time, Council granted an easement to San Diego Gas & Electric to provide electrical service to the well located at Friendship Park.  Subsequently, the Authority has determined that a similar easement will be required for the Eucalyptus Park site.   This action will authorize the grant of that easement.

 

DECISION-MAKER CONFLICT

Staff has reviewed the property holdings of the City Council and has found a property-related conflict of interest exists, in that Council Member McCann has real property holdings within 500 feet of the boundaries of the property which is the subject of this action. Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.
