SUMMARY

The Fiscal Year 2015-16 Sewer Service Revenue Fund budget provides for the replacement of one 2004 GMC sewer TV inspection vehicle.  The City of Chula Vista Municipal Code Section 2.56.140 and Council Resolution No. 6132 authorize the Purchasing Agent to participate in cooperative bids with other government agencies for the purchase of materials of common usage.  The City has an opportunity to participate in a current National Joint Powers Association (NJPA) purchase contract for such a vehicle under favorable terms and conditions.

 

ENVIRONMENTAL REVIEW

This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.  Thus, no environmental review is necessary.

DISCUSSION

The Fiscal Year 2015-16 Sewer Service Revenue Fund budget provides for the replacement of one 2004 GMC sewer TV inspection vehicle.  Due to the unique nature of this equipment, wastewater maintenance staff conducted extensive research into the types of equipment available in the industry, and evaluated each prospective piece of equipment for its functionality and suitability for its intended purpose.  Equipment built by two different manufacturers was evaluated during this process.  Staff determined that the equipment manufactured by Cues, Inc., and sold by Atlantic Machinery, Inc., best meets the needs of the department.  A current contract for the sale of such a vehicle is available through NJPA. Replacing the existing sewer TV inspection vehicle at this time will yield improvements in the ability of the Wastewater Maintenance program to maintain the City’s assets that are represented by sewer lines, and will lead to lower costs of maintaining such assets in the immediate future, and to extend the useful life of these assets.

 

NJPA solicits competitive bid submittals annually on a nation-wide basis for a wide variety of the types of vehicles and equipment commonly used by municipalities for public works, and a bid award was made to Atlantic Machinery, Inc., for the equipment being purchased by this action.  Any NJPA member, which the City of Chula Vista is, may purchase equipment through the vendor to whom the award is made.  This acquisition method has been used in a large number of vehicle acquisitions each year, and Purchasing staff concurs in this method.

 

 

DECISION-MAKER CONFLICT

Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. Staff is not independently aware, nor has staff been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. This action supports the goal of providing Healthy Communities, as having service vehicles in good working condition allows staff to maintain and operate community and neighborhood wastewater facilities.

 

CURRENT YEAR FISCAL IMPACT

The net total cost including taxes is $311,591. Sufficient funds have been budgeted in the current fiscal year Sewer Service Revenue Fund budget. There is no fiscal impact to the General Fund in approving this resolution.

 

ONGOING FISCAL IMPACT

Since these are replacement vehicles for existing aging fleet vehicles, maintenance costs are already included in the current fiscal year budget. There is no net ongoing fiscal impact approving this resolution.
