SUMMARY

The San Diego Association of Governments (SANDAG) has notified the local agencies that requests for the next amendment to the 2014 Regional Transportation Improvement Program (RTIP) may be submitted beginning October 23, 2015.  Signed resolutions must be submitted to SANDAG by December 4, 2015.  Staff recommends several adjustments to the TransNet allocations adopted as part of the 2014 RTIP.    In addition, staff recommends approval of administrative transfers of funds required by SANDAG. 

 

ENVIRONMENTAL REVIEW

The  activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060 (c) (3) no environmental review is required.

DISCUSSION

Background

On May 6, 2014, Council adopted the Chula Vista portion of the 2014 RTIP through adoption of Resolution 2014-066 (Attachment 1).  SANDAG provided the member agencies with the most recent version of the financial projection for Fiscal Years 2014-15 through 2018-19.  This projection was used to plan the City’s TransNet allocation program for the next five years.  The 2014 RTIP was approved by the SANDAG Board of Directors on September 26, 2014.

Council approved subsequent amendments to the 2014 RTIP through adoption of Resolutions Nos. 2014-222, 2015-058, 2015-059 and 2015-113.  These amendments to the 2014 RTIP were approved by the SANDAG Transportation Committee and subsequently by the State and Federal Highway Administration. 

Administrative Transfers

SANDAG staff sent the City a letter dated March 5, 2015 (Attachment 2) informing the City that the Fiscal Year 2014 TransNet audit indicated that the City still held funds distributed through the original TransNet Ordinance (ending March 2008).  They requested that the City move the balances of these funds to active projects no later than June 30, 2015.  City staff requested an extension to transfer these funds by November 2015, to which the SANDAG staff agreed.

This action is strictly administrative to address SANDAG’s accounting of the original TransNet ordinance funds.  These funds have already been budgeted in the current Capital Improvement Program so no appropriation is required.

Attachment 3 provides details of these transfers of the original TransNet Ordinance funds. 

Congestion Relief Projects

CHV48:  Pavement  Major Rehabilitation 

City staff is currently working on the CIP project STM383/ STM387:  Pavement Major Rehabilitation Program FY 2014/15 and 2015/16.  During the design phase of this project, streets were evaluated and it was determined that additional streets could be included in the project.

The existing street listing was therefore amended.  This expanded listing is shown on Attachment 4.  Any pedestrian and bicycle accommodations needed for these locations are noted on the spreadsheet.  No funding is being added to this project.

DECISION-MAKER CONFLICT

For CHV48:  Pursuant to California Code of Regulations Section 18702.2(c)(1), there is no material effect on any economic interests in real property as the “decision solely concerns repairs, replacement, or maintenance of existing streets, water, sewer, storm drainage or similar facilities.”

For administrative transfers:  Staff has determined that the action contemplated by this item is ministerial, secretarial, manual, or clerical in nature and, as such, does not require the City Council members to make or participate in making a governmental decision, pursuant to California Code of Regulations Title 2, sections 18700 and 18704(d)(1), this item does not present a real-property-related conflict of interest under the Political Reform Act (Cal. Gov’t Code Section 18700, et seq.) 

LINK TO STRATEGIC GOALS

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community.  The TransNet Local Street Improvement Program supports the Strong and Secure Neighborhood strategy in the City’s Strategic Plan.  It provides funding for the maintenance and rehabilitation of public infrastructure, which is a key City function in providing a safe and efficient transportation system for residents, businesses and visitors.

 

CURRENT YEAR FISCAL IMPACT

Approval of this resolution will result in no net fiscal impact in the Transportation Sales Tax Fund.

ONGOING FISCAL IMPACT

Upon completion of the CIP projects, the improvements will require only routine maintenance.
