SUMMARY

Construction of the replacement of the Willow Street Bridge over the Sweetwater River will require complex coordination and management, specialized construction inspection expertise, and extensive documentation and record keeping to ensure compliance with the requirements of the Federal Highway Bridge Program and the Caltrans Local Assistance Procedures Manual.  Therefore, Staff has selected T. Y. Lin International as the most qualified consulting team for the Willow Street Bridge Replacement Project.  Staff recommends approval of the $2,157,242 contract with T. Y. Lin International for professional construction management consulting services for the duration of construction.

The Project was adequately covered in previously adopted Final Mitigated Negative Declaration for the Willow Street Bridge Replacement Project and previously certified Categorical Exclusion pursuant to Code of Federal Regulations (CFR) Title 23, Section 771. Thus, no further California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) environmental review or determination is required.

The Director of Development Services has reviewed the proposed action(s) consisting of approving an agreement between the City of Chula Vista and a Consulting Engineering Firm  for compliance with the California Environmental Quality Act (CEQA) and has determined that the proposed action(s) were adequately covered in previously adopted Final Mitigated Negative Declaration for the Willow Street Bridge Replacement Project.  Pursuant to the California Environmental Quality Act (CEQA) on November 14, 2011 the City, acting as Lead Agency, approved IS-10-006. Thus, no further CEQA environmental review or determination is required. The Director of Development Services has also reviewed the proposal for compliance with the National Environmental Policy Act (NEPA) and has determined that the proposed actions were adequately covered in previously certified Categorical Exclusion pursuant to Code of Federal Regulations (CFR) Title 23, Section 771. Thus, no further NEPA environmental review or determination is required.

DISCUSSION

The Willow Street Bridge Replacement project includes bridge replacement and improvements to adjacent streets and infrastructure.

 

The approximate limits of the project are between the intersections of Bonita Road and Sweetwater Road.  The existing right-of-way is approximately 100-feet wide, with the bridge in the approximate center.  The project requires inter-agency coordination among the City of Chula Vista, the County of San Diego, and the California Department of Transportation (Federal Oversight).

 

Due to the complex and specialized nature of the project’s construction, City Staff issued a Request for Proposals for Professional Construction Management Consulting Services to coordinate, inspect, and document construction of the project in accordance with the Caltrans Local Assistance Procedures Manual and industry best practices for bridge construction.  The City Manager approved a consultant selection committee composed of City Staff (representatives from Caltrans District Local Assistance were invited to participate, but were not available) that reviewed proposals from consultant teams submitted by: AECOM, CALTROP, and T. Y. Lin International. 

 

The Consultant Selection Committee conducted interviews with all three proposing firms before ranking them based on qualifications.  The Committee ranked T. Y. Lin International as the first rank.  A subsequent review of the cost proposal from T. Y. Lin International was performed and negotiations regarding fees were initiated.  After negotiating fees and coordinating a project schedule, City Staff and T. Y. Lin International have agreed upon the total fee of $2,157,242 to be paid for services in accordance with the agreement to be approved by this resolution. 

 

T. Y. Lin International Agreement Scope of Work

The specific services in the scope of work include the following:

 

Construction Inspection and Management Services

Consultant will perform construction inspection and management services in accordance with the Caltrans Local Assistance Procedures Manual in order to ensure compliance with the requirements of the Highway Bridge Program. 

 

The Consultant will provide a team that will consist of the following roles:

 

The Resident Engineer (RE) will be the designated contact for all communications and coordination of operations regarding Construction Inspection, Geotechnical, Construction Surveying and Document Management Services with the Contractors and the City Engineer. With the support of the Bridge and Construction Inspectors, the RE will review the Contractor's performance of work in accordance with the plans and specifications; coordinate work with the contractor; as well as track and review inspection records including requests for information, change orders and payment records.  RE may also inspect work depending on his/her qualifications, and assist the City Engineer as needed.

 

The Construction Inspector will assist in coordinating and reviewing work pertaining to civil improvements through the RE and Bridge Inspector.                     

 

The Bridge Inspector will be responsible for reviewing aspects of the work pertaining to construction of the bridge structure and will supplement the RE’s duties for bridge construction.

 

Construction Surveying Services

Construction surveying consultant will perform land surveying tasks such as construction staking and provide land surveying reports in accordance with applicable land surveying practices.

 

Environmental Compliance Services

Environmental compliance consultant will review and interpret environmental regulatory requirements and conduct field inspections and audits of ongoing construction operations and records. Such services will be provided as necessary to ensure compliance with regulatory agency permit requirements and commitments.  Additionally, the environmental compliance consultant will assist with coordinating any external audits that may be performed by regulatory agencies.

 

Geotechnical Services

Geotechnical consultant will perform geotechnical and special inspection testing on site soils during the project construction.

 

Materials Testing Services

Material testing consultant will provide, quality assurance check testing of permanent materials used in the project, such as compacted earthwork, portland cement concrete, asphalt concrete, reinforcement, pre-stressing materials, and grout, etc.

 

DECISION-MAKER CONFLICT

Staff has reviewed the property holdings of the City Council members and has found no property holdings within 500 feet of the limits of the project that is the subject of this action. Consequently, this item does not present a disqualifying real property-related financial conflict of interest under California Code of Regulations Title 2, section 18702.2(a)(11), for purposes of the Political Reform Act (Cal. Gov’t Code §87100,et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

CURRENT YEAR FISCAL IMPACT

Provided below is a summary of all costs by calendar year (phase):

 

All funds required for these services and bridge improvements have been provided under a grant from the Highway Bridge Program (HBP) and the City’s Transportation Development Impact Fee (TDIF) program.  The HBP will reimburse 88.53% of the eligible costs for construction.  The remaining costs will be funded by TDIF.  No appropriations are needed as a result of this action as sufficient funding is available in CIP STL261 to cover consultant costs. 

 

ONGOING FISCAL IMPACT

Upon completion of the project, the improvements will require only routine maintenance.
