SUMMARY
On March 5, 2015 City Council held a workshop on the Healthy Chula Vista Initiative. Since such time, Council has approved a Complete Streets Policy and General Plan Amendments to set the framework to incorporate health concepts in all policies. At this time, staff is bringing forward an Action Plan that will assist in setting future priorities for policies and programs of the Healthy Chula Vista Initiative.

The proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

DISCUSSION
Jurisdictions are becoming increasingly aware that cities play a critical role in supporting the health and well-being of their communities. There are various factors that contribute to a community’s health. Recognizing the importance of health to a community, the Chula Vista City Council adopted Section 3.1.1 of the City’s Strategic Plan, which supports the implementation of policies and programs that support the goal of creating a Healthy Community. Over the last year, City staff has been working through a multi-departmental team to create the Healthy Chula Vista Initiative. The Initiative focuses on integrating public health considerations and inserting the components of a Healthy Community across capital projects, programs, plans, and services.
Plan Development
Development of the Healthy Chula Vista Action Plan, Attachment 1, has taken place over the past year with the involvement of stakeholders from various sectors of the community including internal City staff, health clinicians, educators, social service agencies, community leaders, recreation and health advocates. Stakeholders identified seven focus areas where the City may be able to impact health through policy, programs or partnerships identifying specific strategies to be employed, such as:
• Engagement - strategies to better dialogue with the public addressing cultural, linguistic, and literacy sensitivity;
• Land Use - reviewing zoning and land use decisions to ensure health is considered in a holistic way;
• Transportation - coordination and education of resources for all users while addressing inequities;
• Healthy Food Access - promoting high quality healthy food throughout the community and addressing food insecurity issues;
• Physical Activity - reinvigorating existing resources and promoting activity through innovative events and ideas;
• Health Care & Prevention - support health care resources and education throughout the community; and
• Environmental Quality - increase awareness of existing programs and tools while addressing environmental justice.
Public Outreach and Health Impact Assessment
In November 2015, staff conducted civic outreach meetings at the Chula Vista Center Mall, the Otay Ranch Library HUB and Castle Park Middle School soliciting public input from over one hundred attendees, in addition to online surveys. The feedback provided further changes and additions to proposed strategies and established public priorities in each of the seven categories. These meetings were followed by a final stakeholder meeting on December 10, 2015 where over twenty member of our health advocate community gathered to provide final input on the strategies.
Through the Chula Vista REACH Grant, an analysis was conducted on the Action Plan to prioritize the proposed strategies based on their anticipated impacts on health and community input received, reference Attachment 2 - Prioritizing Strategies for Health.
DECISION-MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18704.2(a)(1), is not applicable to this decision. Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.
LINK TO STRATEGIC GOALS
The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. This item supports Goal 3 by providing the direction for policy and programming through the adoption of Healthy Chula Vista Action Plan.
CURRENT YEAR FISCAL IMPACT
None.
ONGOING FISCAL IMPACT
There is no direct fiscal impact as a result of adopting the Healthy Chula Vista Action Plan. As specific recommendations are brought forward for implementation, staff will request funding as needed and disclose the fiscal impact of implementing these recommendations.
