SUMMARY
On October 14, 2015 the Director of Public Works received 3 sealed bids for the “Roof Replacement at Chula Vista Animal Care Facility” project. The work includes removal, disposal and replacement of the roof for the main building, the tower section, and auxiliary buildings 1 and 2 at the Chula Vista Animal Care Facility at 130 Beyer Way, Chula Vista, CA.
ENVIRONMENTAL REVIEW
The Project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the California Environmental Quality Act State Guidelines.

DISCUSSION
The Chula Vista Animal Care Facility was built in 2001. The building is approximately 8300 square feet with offices and medical facilities and additional out buildings and kennel spaces.
The roof is 14 years old, exceeding its useful life of 10 years. The facility has had on-going roof leaks for several years, and the numbers of leaks have increased to the point where they are affecting the business operations at the Animal Care Facility. Several repairs have been attempted to slow or stop the leaks, but they continue to grow in numbers. The project would remove and replace the roof for the main building, the tower section, auxiliary buildings 1 and 2. The new roof to be installed will have a useful life of 20 years.
On September 25, 2015, the Public Works Department advertised the “Roof Replacement at the Chula Vista Animal Care Facility” project. A mandatory pre-bid meeting was held on October 6, 2015 at the Chula Vista Animal Care Facility at 130 Beyer Way, Chula Vista, CA to review the contract requirements and to receive questions regarding the specifications in the bid documents.

Staff reviewed all bids and determined the low bid submitted by A Good Roofer, Inc. was below the Engineer’s estimate of $80,000 by $10,240 or 12.8%.
The project specifications required that all contractors have the relevant experience in doing a similar project. Staff has contacted references provided by A Good Roofer, Inc. and determined that they have the relevant experience necessary to complete this project as defined in the specifications. In addition, staff has verified their license and determined that it is current and in good standing. Staff, therefore, recommends that the contract for the “Roof Replacement at the Animal Care Facility” project be awarded to A Good Roofer.
Wage Statement
The Contractors and its subcontractors are required by bid specifications to pay prevailing wage (“Prevailing Wage Rates”) to persons employed by them for work under this Contract. In accordance with the provisions of Section 1773 of the Labor Code of the State of California, the City of Chula Vista has ascertained the general prevailing wage scales applicable to the work to be done. The prevailing wage scales are those determined by the Director of Industrial Relations, State of California.

DECISION-MAKER CONFLICT
Staff has reviewed the property holdings of the City Council members and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. Consequently, this item does not present a disqualifying real property-related financial conflict of interest under California Code of Regulations Title 2, section 18705.2(a)(11), for purposes of the Political Reform Act (Cal. Gov’t Code §87100,et seq.).
Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals:
Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. Replacement of roofs at the Animal Care Facility supports the Strong and Secure Neighborhoods goal by preserving and restoring the City’s infrastructure to ensure safe and well maintained City building facilities.
CURRENT YEAR FISCAL IMPACT
The total anticipated construction costs for this project total $76,736. The Animal Care Facility budget for the current fiscal year includes $43,000 for this project. Staff is requesting an additional appropriation of $33,736 to the Animal Care Facility budget. It is anticipated that the appropriation will be fully offset by donation revenues. Should donations fall short of the anticipated amount there may be a fiscal impact to the General Fund.

ONGOING FISCAL IMPACT
There is no ongoing fiscal impact as this is a one-time expense for awarding this project.
