Staff is requesting Council approval to change the name of the Resource Conservation Commission to the Sustainability Commission.

The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.  Thus, no environmental review is required.

 

BOARD/COMMISSION RECOMMENDATION

On October 10, 2017, the Resource Conservation Commission voted unanimously to recommend to City Council that the commission name be change to the Sustainability Commission.

 

DISCUSSION

Recently the City of Chula Vista created the Office of Sustainability in the Economic Development Department, bringing together the Conservation and Environmental Services Sections as one section.

 

The Economic Development Department Office of Sustainability provides administrative staff support to the Resource Conservation Commission. Given the progressive changes that have been made in the Economic Development Department Office of Sustainability, City staff and the Resource Conservation Commission are requesting Council approval to change the name to the Sustainability Commission, maintaining all the duties and responsibilities.  

 

The Resource Conservation Commission, who’s purpose is to provide citizens’ advice to the City Council in the areas of energy and water conservation, resource recovery, environmental sustainability, and other related fields, works in conjunction with the Economic Development Department Office of Sustainability regarding public education, development, implementation and evaluation of environmental initiatives and programs that advance economically and environmentally sustainable local practices. Commissioners may work with other agencies and citizen groups to provide the City Council with information and recommendations that foster inclusive program development and broad program participation; striving for clean air, clean water and clean land.

 

Chula Vista Municipal Code (CVMC) modifications to accomplish the name change impact Chapters 2.25 and 2.32. The proposed amendments to those chapters are as follows:

                     B. “Boards and commissions” …(2) boards and commissions established by the City Council: Access Appeals Board, Board of Appeals and Advisors, Board of Ethics, Charter Review Commission, Child Care Commission, Commission on Aging, Cultural Arts Commission, Design Review Board, Economic Development Commission, Growth Management Oversight Commission, Housing Advisory Commission, Human Relations Commission, International Friendship  Commission, Mobilehome Rent Review Commission, Resource Conservation Commission , Safety Commission, Sustainability Commission, Veterans Advisory Commission, and other boards or commissions subsequently created by City Charter or ordinance.

 

CVMC Chapter 2.32 Resource Conservation Commission -

                     Change Resource Conservation Commission name to Sustainability Commission in all of the following sections:

Additionally, correct the time of the meeting in CVMC 2.32 Meeting Schedule - The Commission shall hold its regular meetings on the second Monday of each month at a place and time determined by resolution of the Commission. The Commission may change its regular meeting day, time or location by written resolution in accordance with CVMC 2.25.200. 

 

 

DECISION-MAKER CONFLICT

 

Not Applicable - Not Site-Specific

Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific and consequently, the 500-foot rule found in California Code of Regulations Title 2, section 18702.2(a)(11), is not applicable to this decision for purposes of determining a disqualifying real property-related financial conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

 

Staff is not independently aware, and has not been informed by any Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The Resource Conservation Commission name change is in line with the progress changes the City has made in the Economic Development Department supporting Economic Vitality, Healthy Community and Operational Excellence.
