SUMMARY
City staff has been working on an asset management program that will provide the foundation for developing a fiscally sustainable infrastructure system/management strategy. A critical step in this process is community engagement on identifying needs and building broad consensus around priorities. At the April, 2015 Infrastructure Workshop, the City Council directed staff to continue with resident outreach and education efforts on infrastructure needs and potential funding opportunities. City staff has provided a contract amendment with TBWB Strategies to extend services into FY16.
ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it involves a governmental administrative activity consisting of the approval of an agreement for consulting services that will not result in direct or indirect physical changes to the environment. Therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is required.

DISCUSSION
City staff has been working for over a year with an Asset Management Program Advisory Committee comprised of interested citizens and business representatives that have provided input and oversight in the development of the Asset Management Program. The Committee feels strongly that community outreach and education is a critical element in the effort of identifying infrastructure priorities and potential funding opportunities to address our public infrastructure deficiencies. At the April 2015, Infrastructure Workshop, the City Council directed staff to continue with resident and business outreach and education efforts on infrastructure needs and potential funding opportunities.
City staff has been working with consultants, TBWB Strategies, to perform polling and public outreach and communication services to assist in this public engagement effort. The consultant was selected in response to a Request for Proposal (RFP.) City staff has provided a contract amendment with TBWB Strategies to extend services into FY16. The contract extension will have a maximum aggregate contract limit of $99,511.
DECISION-MAKER CONFLICT
Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18705.2(a)(11), is not applicable to this decision. Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City's Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. The proposed action is an identified task for this FY in the Strategic Plan under Strong and Secure Neighborhoods, Asset Management Program Objective.
CURRENT YEAR FISCAL IMPACT
This Amendment is not effective until July 1, 2015. Funding for these activities are included in the FY16 proposed budget for CIP GG222 Asset Management.
ONGOING FISCAL IMPACT
The funding for FY16 covers the complete the Scope of Services in the contract amendment. Any additional services would be brought back to City Council as a contract amendment.
