SUMMARY

The Salt Creek Soccer Arena was opened on June 10, 2006, as a part of the Salt Creek Park and Recreation Center project.  The soccer arena is one of a kind in Chula Vista and is used seven days a week for recreational programming for youth and adults.  This asset has reached the end of its useful life cycle requiring restoration.

 

ENVIRONMENTAL REVIEW

The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a project as defined under Section 15378(b)(2) of the State CEQA Guidelines because it is an ongoing maintenance activity; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.  Thus, no environmental review is necessary.

DISCUSSION

The Salt Creek soccer arena field is programed by staff and heavily used by soccer teams and by the general community during breaks between scheduled league play and events.  This well used asset reached the end of its useful life cycle and requires restoration. The constant use of the soccer arena contributed to substantial wear and tear of the synthetic turf causing a safety concern; therefore the turf was removed and the facility has been temporarily closed for renovation.

 

Staff recommends awarding a contract to Sports Surfaces Distributing, Inc. in the amount of $136,356.12 for artificial turf replacement at the Salt Creek soccer arena to accommodate heavy usage by soccer teams.  The City of Chula Vista Municipal Code Section 2.56.140 and Council Resolution No. 6132 authorize the Purchasing Agent to participate in cooperative bids with other agencies for the purchase of materials of common usage provided, that such items are purchased through a competitive process that the purchasing agent determines to be consistent with good purchasing practices. The Purchasing Agent has made that determination for this contract.  In addition, if the contract exceeds $100,000, then City Council approval is required. This contract includes a one year preventative maintenance element performed by the supplier for this project.

 

DECISION-MAKER CONFLICT

Staff has reviewed the property holdings of the City Council members and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. Consequently, this item does not present a disqualifying real property-related financial conflict of interest under California Code of Regulations Title 2, section 18705.2(a)(11), for purposes of the Political Reform Act (Cal. Gov’t Code §87100,et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community.  This action supports the goal of providing Healthy Community by sustaining a safe and well maintained field within the community for recreational opportunities that residents can enjoy.

 

CURRENT YEAR FISCAL IMPACT

Sufficient funding is available to cover the contract cost of $136,356.12. The current budget includes $145,000 in the TUT Common Fund in one-time funding from the settlement related to TUT from wireless customers.

 

ONGOING FISCAL IMPACT

This project includes a one year preventative maintenance plan to ensure future life expectancy of this facility asset.  Additional funds will be needed for a multi-year preventative maintenance plan, which will be requested by the Recreation Department as part of the FY2016/17 budget process.
