SUMMARY

In 2012, the City entered in a Memorandum of Understanding (MOU) with the Center for Employment Opportunities to support Public Works maintenance crews with individuals paroled from our local prison system that are striving to re-enter the workforce. The MOU initially expired November 2013 and was extended to June 2015. Staff recommends Council approval of an additional one year extension to June 2016.

 

 

ENVIRONMENTAL REVIEW

The Development Services Director has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1(d) categorical exemption pursuant to section 15301 (Existing Facilities) of the State CEQA Guidelines because the proposed acceptance and appropriation of funding will result in the maintenance of existing landscape and facilities with no expansion of an existing use. Thus, no further environmental review is required.

DISCUSSION

In 2012, the City entered in a two-year Memorandum of Understanding (MOU) with the Center for Employment Opportunities (CEO) to support Public Works maintenance crews with individuals paroled from our local prison system that are striving to re-enter the workforce. This “non-profit” organization provides a supervised full time 8 person work crew. The program provides valuable transitional work experience for the participants and studies have demonstrated that individuals with a criminal history who gain employment are less likely to re-offend.

 

During the initial six months of the contract the City compensated CEO $20,000 for a portion of the cost for the program. The City compensated CEO an additional $50,000 for fiscal year 2012-13 and an additional $75,000 for subsequent fiscal years 2013-14 and 2014-15. The CEO work crews provided services to the Parks Sections for various maintenance projects including landscape maintenance, graffiti removal, and painting. CEO also provided support to various Open Space districts, for which the costs were reimbursed from those districts. The scope was expanded in fiscal year 2014-15 to provide services to the Otay Valley Regional Park (OVRP). The program has been a success. Some examples of special projects completed by CEO include: sod installation at Voyager Park soccer field, Veterans Park, Harborside Park and Rohr Park; weed abatement at Palomar Trolley, H Street corridor and Bike path from E Street to National City.

 

The MOU expired November 2013 and the First Amendment extended the term of the MOU to June 2015. The Second Amendment extends the term of the MOU to June 2016. If extended, services would continue for the Parks Section and in various Open Space districts and as needed for special projects.

 

 

DECISION-MAKER CONFLICT

Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18704.2(a)(1), is not applicable to this decision. Staff is not independently aware, and has not been informed by any Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. The Second Amendment to the CEO MOU supports the following Strategic Goals: Operational Excellence - CEO work crews provide support for various maintenance projects such as outdoor maintenance, cleaning, beautification and grounds keeping. Healthy Community - maintaining community open space for public enjoyment

 

CURRENT YEAR FISCAL IMPACT

The Fiscal Year 2015-16 budget includes an appropriation of $25,000 from the Open Space districts and $50,000 from the Public Works Operations budget for maintenance services from CEO.

 

ONGOING FISCAL IMPACT

Ongoing maintenance services from CEO are subject to the annual budget process.
