SUMMARY

Multiple donors, sponsors and grantors have made donations to the Recreation Department to fund costs associated with the recreation facilities and programs.  Today’s action asks the City Council to appropriate these funds.

The proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.  Thus, no environmental review is required.

DISCUSSION

The Recreation Department was awarded a Performing and Visual Arts Grant from the Chula Vista Library in the amount of $2,100. This award allowed for a contracted artist to paint a recreation themed mural at the Parkway Community Center.

 

The Friends of Chula Vista Parks and Recreation donated grant funds of $6,876.37 received through the San Diego Foundation’s Health and Human Services.  The Recreation Department offered numerous classes, activities, and events in Spanish, Korean, and English to over 150 seniors.  The classes and activities focused on the three main keys to disease prevention: diet and nutrition, physical activity, and mental health. Classes included cooking demonstrations, laughter yoga, cardio dance parties, and holiday fitness frenzy. Through this holistic approach, seniors were given the complete set of tools they need to prevent diseases, live a healthier lifestyle, and increase their quality of life.

 

The Recreation Department has partnered with the UCSD Family Medicine & Public Health Department to conduct the Peer Empowerment 4 Physical Activity research study. Norman Park Senior Center and the Loma Verde Recreation Center were recently selected as the first two sites in San Diego County to host the study. The program created a peer lead walking program in an effort to improve the health and quality of life of older adults, ages 50+ at Norman Park Senior Center. They will also provide 4 community health fairs at Loma Verde Recreation Center. This two year program focuses on increasing the amount of walking and overall activity levels of older adults attending local senior or community centers. To date, we have received $850; $600 of the funds has been allocated to part-time staff wages to implement the program.

 

San Diego Gas & Electric has donated $150 to support the Norman Park Senior Center as a designated Cool Zone.  In addition, the center conducts daily RUOK calls to a number of homebound seniors to ensure their wellbeing and to see if they are need of any assistance. These calls are funded by the donations from Chula Vista Garden Club in the amount of $50.00 and AT&T in the amount of $742.79.

 

Therapeutics Recreation has received donations totaling $400 to use towards their program operations. These (4) $100 donations were provided by local residents Dr. Carlos Saucedo, Ronald Lopez, Mabelle Glithero and Rogelio Gonzalez.

 

The Recreation Department provides Movies in the Park throughout the community during the summer months. The donations help pay for the movie licenses as well as, Funflicks, the company that provides the big screen, projector and audio system. The Friends of the Chula Vista Parks and recreation donated $514.00 to support the Movies in the Park series. Grace Renewal Church has donated $500.00 to sponsor a Movie in the Park at Heritage Park.

 

DECISION-MAKER CONFLICT

Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18704.2(a)(1), is not applicable to this decision.  Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

 

LINK TO STRATEGIC GOALS

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community.  Partnership opportunities are vital to the Recreation Department to expand special events, programs and services such as the Movies in the Park, Norman Park Senior Center Walking Club and Therapeutics programming, increasing economic vitality and community engagement as well as providing diversified activities for youth through seniors that promote a healthy lifestyle and community. 

 

These partnerships also enhance the Recreation Department’s stature and role as the “Heart of the Community” and serve to encourage and develop strong and secure neighborhoods and a connected community by providing diverse recreational opportunities that bring families together and foster civic pride.

 

CURRENT YEAR FISCAL IMPACT

Approval of this resolution will result in an appropriation of $12,184 from multiple donors, sponsors and grantors to the Recreation Department’s budget.  There is no net fiscal impact to the General Fund.

 

ONGOING FISCAL IMPACT

The grant funds donated by the Friends of Chula Vista Parks and Recreation through the San Diego Foundation’s Health and Human Services enhanced the Norman Park Senior Center Health and Wellness programs.

 

The Norman Park Senior Center Walking Program is completely supported by the funds donated by UCSD Family Medicine & Public Health Department and will continue through 2017.

 

The Movies in the Park series is an annual budgeted event. Donated funds and sponsorships are used to offset event costs. There is no on-going impact to the budget.

 

The Therapeutics Recreation programming is a budgeted program in the Recreation Department, and the donated funds from individuals will be used for additional costs for the program that are not already covered by the Community Development Block Grant.
