SUMMARY
The City Council has provided funding for three signature events to promote Chula Vista that attract local and regional residents and visitors. These funds have been allocated to support HarborFest in August and the Starlight Parade in December. The special event budget has $10,000 remaining for a third signature event. Staff recommends issuing a Request for Proposals to secure an event for eastern Chula Vista and allocating the sponsorship funds to that special event.

ENVIRONMENTAL REVIEW
The Development Services Department Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378(b)(5) of the State CEQA Guidelines because the approval of sponsoring an event is an administrative activity that will not result in a direct or indirect physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

BOARD/COMMISSION RECOMMENDATION
