SUMMARY
On May 8, 2012, the City of Chula Vista (City) and the San Diego Unified Port District (District), approved and entered into a Financing Agreement for the Chula Vista Bayfront Master Plan (CVBMP) which identified the rights and obligations with respect to the financing, development and construction of the public improvements, infrastructure and conference center. The Financing Agreement established that the City and District would establish a Joint Powers Authority to provide for or facilitate the financing of the public improvements and the convention center. The City and District desire to create and establish the Chula Vista Bayfront Facilities Financing Authority (the "Authority") to implement common objectives of the parties related to the development of the CVBMP.

ENVIRONMENTAL REVIEW
The Development Services Director has determined that approval of the Joint Exercise of Powers Agreement and formation of the Authority are not projects as defined under Section 15378(b)(5) of the California Environmental Quality Act (CEQA) Guidelines because these actions involve only an organizational or administrative activity of government that will not result in a direct or indirect physical change in the environmental; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.
