SUMMARY
The San Diego County Office of Emergency Services, who administers the State Homeland Security Program (SHSP), has notified the City of the fiscal year 2015 SHSP award in the amount of $178,221. The State Homeland Security Program is designed to improve domestic terrorism preparedness of state and local governments by addressing equipment, training, exercises and planning needs.

The activity is not a "Project" as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

DISCUSSION
The fiscal year 2015 State Homeland Security Program (SHSP) provides funding for the continued development of readiness and operational response capacity of emergency first responder personnel. Funds allocated by the fiscal year 2015 SHSP will allow the Police and Fire Departments to purchase equipment that will complement existing equipment configurations, as well as enhance the City's Emergency Operations Center (EOC).
