SUMMARY
Staff recommends that Council waive the competitive bid requirement and approve the agreement between California Product Stewardship Council (CPSC) and the City of Chula Vista. CPSC has the unique expertise and performance capabilities to assist City staff in developing additional, convenient collection sites for household batteries and one-pound gas cylinders.

The Director of Development Services has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the State CEQA Guidelines. Thus, no further environmental review is required.

DISCUSSION
The City of Chula Vista applied for a CalRecycle Grant to implement a new regional outreach program to encourage residents to recycle batteries and small gas cylinders at retail and community locations. CalRecycle awarded a $90,000 grant to the City and Council accepted the grant and appropriated the funds on August 18, 2015, (Resolution 2015-201).
