ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activity, Appropriating Grant Revenue for the Regional Used Oil and Oil Filter Recycling Program, for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378(b)(4) of the State CEQA Guidelines because the activity is appropriating funds for the Recycling Program only, therefore, pursuant to Section 15060 (c)(3) of the State CEQA Guidelines the activity is not subject to CEQA.

DISCUSSION
The California Oil Recycling Enhancement Act (Act), which is administered by the California Natural Resources Agency - Department of Resources Recycling and Recovery (CalRecycle), is a law designed to reduce the potential for illegal disposal of used lubricating oil by increasing used oil and oil filter collection.

The Act provides funding to jurisdictions solely for the purpose of establishing and maintaining a network of local used motor oil and filter collection/recycling opportunities and outreach efforts designed to inform and motivate the public to recycle used motor oil and use re-fined motor oil in their cars and equipment.
