SUMMARY
Pursuant to Chula Vista Municipal Code 2.56.070 relating to contracts exceeding $100,000, the Police Department is requesting to waive the competitive formal bid requirement and authorize to use Man K9 for canine training, kenneling and certification services.

ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the proposed activities for compliance with the California Environmental Quality Act (CEQA) and has determined that the activities are not a "Project" as defined under Section 15378(b)(2) of the State CEQA Guidelines because the activity is approval of a contract for K-9 training only; therefore, pursuant to Section 15061(b)(3) of the State CEQA Guidelines the activity is not subject to CEQA. Thus, no environmental review is necessary.

DISCUSSION
The Police Department has been receiving services from Man K9 since 2004. Man K9 offers a unique benefit to the City by providing one-on-one and group scenario based training to provide an outstanding quality of law enforcement canines (patrol and narcotic detection). Currently, Man K9 provides canine training services to most similarly sized canine units in San Diego County. There are no other vendors in the County who could provide the same quality of weekly ongoing maintenance training to an entire canine unit. Man K9's experience with training canines in searches and apprehension is second to none in our region.
