SUMMARY
A vehicle assigned to the Open Space Inspection program in the Public Works Department was recently involved in an incident which damaged the vehicle beyond the point of economical repair. There are no funds appropriated for the replacement of this vehicle in the 2015-16 operating budget. In order for the Open Space Inspectors to perform their mission for the residents of Chula Vista, it is necessary to replace the vehicle as soon as possible.

ENVIRONMENTAL REVIEW
This proposed activity has been reviewed for compliance with the California Environmental Quality Act (CEQA) and it has been determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is necessary.

DISCUSSION
A vehicle assigned to an Open Space Inspector was recently involved in an incident in an off-road situation wherein the vehicle became damaged to the point of being declared a total loss. The program does not have enough vehicles to adequately perform its mission of managing open space contracts and inspecting open space facilities.
