SUMMARY

On January 5, 2016 the City of Chula Vista adopted the first Healthy Action Plan inclusive of a strategy to develop an advisory commission to guide future programs and policies related to the health and well-being of Chula Vista residents.  At this time, staff is bringing forward an ordinance to adopt the Healthy Chula Vista Advisory Commission.

The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental review is required.

The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.  Thus, no environmental review is required.

DISCUSSION

Cities play a critical role in supporting the health and well-being of their communities.  Recognizing the importance of health to a community, the Chula Vista City Council adopted Section 3.1.1 of the City’s Strategic Plan, which supports the implementation of policies and programs that support the goal of creating a Healthy Community.  Consistent with the Strategic Plan, on January 5, 2016 the first Healthy Chula Vista Action Plan was adopted, providing a set of strategies to review, create and evaluate policies and programs within the city and develop key community partnerships to promote wellness within our community.  A key component of the Plan includes the development of an advisory board to aid the City with future decisions related to health policies.

 

The proposed Healthy Chula Vista Advisory Commission would include five experts in one or more of the Action Plan’s focus areas of Land Use, Transportation, Nutrition, Health Care, Physical Activity and/or Environment; and the four remaining seats shall include a resident from each of the four City Council districts.

 

Next Steps

Once the Ordinance is approved and takes effect, staff will seek applications for the commission.   

 

DECISION-MAKER CONFLICT

Staff has determined that the action contemplated by this item is ministerial, secretarial, manual, or clerical in nature and, as such, does not require the City Council members to make or participate in making a governmental decision, pursuant to California Code of Regulations Title 2, Section 18704(d)(1).  Consequently, this item does not present a conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

 

LINK TO STRATEGIC GOALS

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. This item supports Section 3.1.1 - Implement policies and programs that support a healthy community, by providing for an advisory board on health related policies.

 

CURRENT YEAR FISCAL IMPACT

Staff support for the remainder of the year will be provided under existing Healthy Chula Vista Initiative funding sources.

 

ONGOING FISCAL IMPACT

Future year staffing expenses will be requested during the annual budget cycle.
