SUMMARY

San Diego’s population of people over 65 years of age is expected to increase by two-thirds within the next 15 years and will comprise 20% of the overall county population.  In order to support those aging in our community, it is important the City of Chula Vista address safe and affordable housing, transportation for those unable to continue driving, as well as opportunities for older adults to remain involved and engaged in their communities.  To further our efforts to serve the growing needs of older adults and all our citizenry, the City has an opportunity to join the AARP Network of Age-Friendly Communities and accept a $50,000 grant from the San Diego Foundation towards the effort.

The Healthy Chula Vista Advisory Board recommended the acceptance of grant funds and commitment letter by a vote of 7-0.

 

DISCUSSION

As a result of changing demographics and concerns about the readiness of communities to serve the growing population of older adults (one-in-five individuals is anticipated to be 65+ across the country by 2030), the World Health Organization (WHO) and American Association of Retired Persons (AARP) have partnered to create a Network of age-friendly communities across the nation and world (see Attachment 1).  The Network will serve as a catalyst to educate, encourage, promote and recognize improvements that can help make communities supportive for older adults and persons of all ages. In joining the Network, participating regions are afforded access to resources gathered from participating entities, as well as from national and global research, planning models and best practices across the world. The effort involves a five year process, with the first two years devoted to planning and the latter to implementation and evaluation.

 

The Healthy Chula Vista Action Plan adopted on January 5, 2016 identified numerous strategies to better serve residents throughout their lifetime under the focus areas of Engagement, Transportation, Land Use, Physical Activity, Healthy Food Access, Environmental Quality, Health Care and Prevention.  These strategies align with the pillars of an Age-Friendly Community and its eight domains of livability:  1) Outdoor spaces and buildings; 2) Transportation; 3) Housing; 4) Social participation; 5) Respect and social inclusion; 6) Civic participation and employment; 7) Communication and information; and 8) Community support and health services. The entrance into the network will provide the City with additional resources through AARP and funding through the San Diego Foundation in order to execute year one of the Age-Friendly Network planning process for data collection and community outreach and start implementation of those Healthy Chula Vista strategies that align with both plans.  

 

Today’s action would initiate a membership application to AARP California to join the AARP Network of Age-Friendly Communities and accept $50,000 in grant funds for Fiscal Year 2016/2017 from the San Diego Foundation and commit to budgeting matching funds towards the execution of year one, reference the agreement as Attachment 2.

 

Age-Friendly Network Process (Year One)

The grant from the San Diego Foundation will enable the Healthy Chula Vista team to conduct an extensive outreach and a data collection process during year one.  Outreach will include but is not limited to:

 

Walking Audits - The majority of walking audits would be conducted in the western portion of the city (west of Interstate 805), with select locations surrounding senior facilities in eastern Chula Vista.  The walks would include at least one person age 60 or over.  Attempts would also be made to include youth and disabled persons for each walk.  The audits will include notes to safety, services and amenities and repairs will be directed appropriately to city departments. 

Community Cafés - Cafés will rotate monthly between neighborhoods at local restaurants or other community gathering spots, including senior centers or housing complexes, relevant to the neighborhood.  The purpose would be to provide an environment conducive to one-on-one interactions amongst neighbors and with City staff to discuss, hear and address the Age-Friendly eight domains, as well as other community priorities.  As the plan progresses, data, analysis and solutions will be discussed at the Cafés and input utilized to further the Age-Friendly Strategic Plan. 

The San Diego Foundation is committed to assisting the City with additional funding at a similar level upon satisfactory completion of Year One to complete implementation measures and plan development in fiscal year 2017/2018.  Beyond the grant period, the City will have an ongoing commitment to implement the plan and evaluate plan effectiveness through year five of the Age-Friendly Communities plan. 

 

DECISION-MAKER CONFLICT

Staff has determined that the action contemplated by this item is ministerial, secretarial, manual, or clerical in nature and, as such, does not require the City Council members to make or participate in making a governmental decision, pursuant to California Code of Regulations Title 2, section 18704(d)(1).  Consequently, this item does not present a conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

 

LINK TO STRATEGIC GOALS

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. This item supports Section 3.1.1 - Implement policies and programs that support a healthy community.

 

CURRENT YEAR FISCAL IMPACT

All staff time and costs to prepare this report were included in the adopted fiscal year 2015-2016 budget.  No additional appropriation is required.

 

ONGOING FISCAL IMPACT

Acceptance of the San Diego Foundation Grant requires $50,000 in general fund matching funds for fiscal year 2016/2017, which will be added to the budget adoption process if approved tonight.  In addition, commitment to the Age-Friendly Community process requires ongoing City commitment to provide staff necessary to complete and implement the Strategic Plan.
