B. INTERVIEWS AND APPOINTMENT TO FILL A VACANCY ON THE CIVIL SERVICE COMMISSION EFFECTIVE JULY 1, 2016
At the regularly scheduled Civil Service Commission meeting on May 5, 2016, the following individuals were nominated for Council consideration to fill the upcoming vacancy of Commissioner Paseman, whose term expires June 30, 2016 and whose seat is appointed by the City Council from a list of three persons nominated by the Commission, pursuant to Chula Vista Municipal Code Section 2.43.050: Amy Reeve, Rafael Estrada Jr., and Melissa Garchie.

Environmental Determination
The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that this activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change to the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the actions proposed are not subject to CEQA.
DISCUSSION
Item A - Reappointments to the Civil Service, Growth Management Oversight, and Planning Commissions
On May 10, 2016, the City Council adopted Ordinance No. 3366, which established the reappointment process for those Council-nominated/appointed members whose terms were expiring, who had served over one year, and were eligible and interested in serving another term.
The following individuals, whose terms expire on June 30, 2016, are eligible and have expressed interest in being considered for reappointment. These members were invited to provide updated resumes and/or applications for consideration. Attached are the original and/or updated resumes and applications, as well as their attendance records and compliance with required training, pursuant to Ordinance No. 3366.

Item B - Appointment to the Civil Service Commission
Commissioner David Paseman’s term will expire on June 30, 2016, and will leave a vacancy of the Civil Service Commission seat that is appointed by the Mayor and Council from a list of three persons nominated by the seated Civil Service Commissioners, pursuant to Chula Vista Municipal Code Section 2.43.050.
At its meeting of May 5, 2016, the Civil Service Commission nominated the following individuals to be considered to fill Commissioner Paseman’s seat, effective July 1, 2016, at the conclusion of his term:
• Amy Reeve
• Rafael Estrada Jr.
• Melissa Garchie
