A. INTERVIEWS AND APPOINTMENT TO FILL VACANCIES ON THE PARKS AND RECREATION COMMISSION AND THE PLANNING COMMISSION
At the Council meeting of July 12, 2016, the following individuals received two or more nominations to be interviewed for vacant seats on the Parks and Recreation Commission and the Planning Commission:
- Parks and Recreation Commission: Eric Chaisongkram, Rennsie Gregorio, Tom Nehring, Jasmine Nguyen, Ray Vecchio, and John Zarem
- Planning Commission: Joe Garbanzos, Gregory Hall, Mike Spethman, Alexandra Vinson-Shepard, and Max Zaker
B. INTERVIEWS AND CONSIDERATION OF REAPPOINTMENTS TO THE GROWTH MANAGEMENT OVERSIGHT COMMISSION
The following incumbents, whose terms expired on June 30, 2016, will be interviewed and considered for reappointment on the Growth Management Oversight Commission: Raymundo Alatorre and Javier Rosales

Council conduct the interviews, make the appointments and reappointments as appropriate, and select an alternative date and time if necessary for an open meeting or meetings to conduct interviews

Environmental Determination
The Development Services Director has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that this activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change to the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the actions proposed are not subject to CEQA.
DISCUSSION
Item A - Appointments to the Parks and Recreation Commission and the Planning Commission
The expiration of two members’ terms on June 30, 2016 has resulted in one vacancy on each of the Parks & Recreation and Planning Commissions.
Pursuant to the Interim Appointment Process (Attachment 4), the second step in the process is for interviews to take place.
At the City Council meeting of July 12, 2016, the following individuals received two or more nominations and have been invited to interview for the current vacancy on the Parks and Recreation Commission:
- Eric Chaisongkram
- Rennsie Gregorio
- Tom Nehring
- Jasmine Nguyen
- Ray Vecchio
- John Zarem
At the City Council meeting of July 12, 2016, the following individuals received two or more nominations and have been invited to interview for the current vacancy on the Planning Commission:
- Joe Garbanzos
- Gregory Hall
- Mike Spethman
- Alexandra Vinson-Shepard
- Max Zaker
Item B - Reappointments to the Growth Management Oversight Commission
On May 10, 2016, the City Council adopted Ordinance No. 3366, which established the reappointment process for those Council-nominated/appointed members whose terms were expiring, who had served over one year, and were eligible and interested in serving another term.
The following individuals, whose terms expired on June 30, 2016, are eligible and have expressed interest in being considered for reappointment. These members were invited to provide updated resumes and/or applications for consideration. Attached are the original and/or updated resumes and applications, as well as their records of attendance and compliance with required training, pursuant to Ordinance No. 3366.
