SUMMARY

The Fiscal Year 2016-17 Sewer Service Revenue Fund budget provides for the replacement of a 2001 International 5-cubic yard dump truck, and a 2001 Volvo 10-cubic yard dump truck.  The City of Chula Vista Municipal Code Section 2.56.140 and Council Resolution No. 6132 authorize the City to participate in cooperative bids with other government agencies for the purchase of materials of common usage, provided that the Purchasing Agent determines that the competitive process used for the cooperative bid was consistent with good purchasing practices.  The City has an opportunity to participate in a current National Joint Powers Association (NJPA) contract for such vehicles.

The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.  Thus, no environmental review is required.

DISCUSSION

The Fiscal Year 2016-17 Sewer Service Revenue Fund budget provides for the replacement of a 2001 International 5-cubic yard dump truck, and a 2001 Volvo 10-cubic yard dump truck.  Using technical specifications that were developed by City staff through repeated usage over many years, it was determined that vehicles meeting the needs of the wastewater maintenance program are available via a current MJPA contract at a competitive cost and on favorable terms. In accordance with CVMC section 2.56.140, the Purchasing Agent has reviewed National Joint Powers Association Contract Number 102811 and determined that the competitive process used for the cooperative bid under that Contract was consistent with good purchasing practices.

 

Replacing the existing dump trucks at this time will yield improvements in the ability of the wastewater maintenance staff to maintain the City’s assets that are represented by sewer lines, and will lead to lower costs of maintaining such assets in the immediate future, and to extend the useful life of these assets.

 

DECISION-MAKER CONFLICT

Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18704.2(a)(1), is not applicable to this decision. Staff is not independently aware, and has not been informed by any City of Chula Vista City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community. This action supports the goal of providing Healthy Communities, as having service vehicles in good working condition allows staff to maintain and operate community and neighborhood wastewater facilities.

 

CURRENT YEAR FISCAL IMPACT

The net total cost including taxes is $248,610. Sufficient funds have been budgeted in the current fiscal year budget. There is no net fiscal impact to the General Fund by approving this resolution.

 

ONGOING FISCAL IMPACT

Since these are replacement vehicles for existing aging fleet vehicles, maintenance costs are already included in the current fiscal year budget. There is no ongoing fiscal impact by approving this resolution.
