SUMMARY

On October 5, 2015, the City of Chula Vista Finance Purchasing Division advertised a Request for Bid (RFB #03-1516) for the uniform and gear needs of the Police, Fire and Animal Care Departments.  Through PlanetBids Fifty Seven (57) vendors were notified while Fourteen (14) vendors downloaded the specifications.  Three proposals were received and staff has determined that in the best interest of the city the most qualified vendors were Ace Uniforms and Galls LLC.  Pursuant to the RFB, Ace and Galls have agreed to supply uniforms for an initial one year period, with four one year options to renew the terms and conditions of the RFB.

The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a “Project” as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA.  Thus, no environmental review is required.

DISCUSSION

Ace Uniforms has been providing the City of Chula Vista with uniform pants, uniform shirts, bulletproof vests, boots, duty belt gear and uniform alteration services for several years.  The Police Department, Fire Department and Animal Care Facility each use Ace Uniforms for their respective uniform needs. On average, the City has purchased over $100,000 each year from Ace Uniforms. Given the volume of purchases, the City solicited bids from vendors to ensure that the City continues to retain contracts that provide the best value for the taxpayers.  City staff again, is recommending the award of uniform and tailoring services be made to Ace Uniforms.  There is another local company (Cal Uniforms) that can provide like products and services at competitive prices.  However, Ace Uniforms was low bidder on the vast majority of the items specified in the bid.  In the best interest of the City it was decided not to split the award between the two companies as there was not sufficient volume being awarded to the second bidder to justify the administration of the contracts and sending staff to two different location’s for fittings.  Overall, the convenience for the staff (primarily sworn officers) that needs new uniform garments is significantly enhanced by having a “one stop shop” for uniform outfitting.

Although Ace Uniforms was also supplying equipment such as belts, gloves, holsters, handcuffs, batons and other types of equipment worn by City staff, it is recommended that a new contract for the supply of this equipment be awarded to Galls LLC. The new vendor will be supplying equipment worn by our City employees while Ace Uniforms will continue to provide tailoring and apparel. However, Ace Uniforms will be available in instances where Galls LLC cannot meet the City’s needs.

 

DECISION-MAKER CONFLICT

Staff has reviewed the decision contemplated by this action and has determined that it is not site-specific and consequently, the 500-foot rule found in California Code of Regulations Title 2, section 18702.2(a)(11), is not applicable to this decision for purposes of determining a disqualifying real property-related financial conflict of interest under the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

CURRENT YEAR FISCAL IMPACT

Approval of this resolution will authorize the Police Department, Fire Department and Animal Care Facility to purchase equipment, tailoring services and uniforms from Ace Uniforms and Galls LLC.  These costs are already included within each specific department’s budget, resulting in no additional fiscal impact to the General Fund.

 

ONGOING FISCAL IMPACT

There is no ongoing fiscal impact.
