SUMMARY

The F Street Promenade Streetscape Master Plan (“Project”) is an approximately 1.25 mile long segment of F Street from Third Avenue to Bay Boulevard (Attachment 1, Project Location).  The project will create a Master Plan and 30% Design Development Construction Documents for a "Promenade" that will link the City's downtown Village District and Civic Center with the City's future Bayfront. This linkage will provide an opportunity to create synergy between these two distinct areas of the City and create better access to all. The need for a streetscape plan along this roadway segment in the Urban Core is identified in both the City’s General Plan and further described as an implementation project in the Urban Core Specific Plan.  Funding for the Project is made possible through a TransNet Active Transportation Grant (ATGP) the City received from The San Diego Association of Governments (SANDAG) in 2015.

 

This item requests City Council approval of a Two-Party Agreement for Landscape Architecture design services for the Project.

DISCUSSION

 

Background

 

Through a recent Call for Projects by The San Diego Association of Governments (SANDAG) the City of Chula Vista (“City”) applied for and was successful in its bid to receive Active Transportation Funding for planning projects that support local efforts to increase walking, biking, and transit usage throughout the region. The City was awarded funding through the TransNet Active Transportation Grant Program (ATGP) for the preparation of the F Street Promenade Streetscape Master Plan (“Project”).  The City entered into an Agreement with SANDAG (Attachment 2) and received a notice to proceed in August 2015.

 

Project Objectives

 

The Master Plan’s primary objectives are to develop a streetscape using the principles of complete streets and to establish a theme and identity for F Street between Third Avenue and the future Bayfront.  The Plan will identify focal points, pedestrian connections to various land uses, and multi-modal access (via walking, biking, and transit) to nearby community amenities and facilities such as parks, schools, City Hall, Civic Center Library, office buildings, restaurants and local and regional shopping centers.

 

Some of the street improvements to be analyzed as part of the development of the Master Plan are undergrounding of utilities, addition of bike lanes, extended curb returns at intersections, enhanced paving, pedestrian-scale lighting, way-finding, site furnishings and a unified planting scheme.  Placemaking opportunities to enhance the pedestrian experience are highly desirable. The Project, through its design features, will also promote energy efficiency and water conservation. 

Consultant Services Selection Process

On May 18, 2016, staff issued a Request for Proposal No. RFP19-15/16 for the preparation of the F Street Promenade Streetscape Master Plan. The document was publicly noticed in accordance with the City’s bidding procedures.

 

A total of three firms responded by the due date, 3 p.m. on June 15, 2016.   A Selection Committee comprised of seven City staff members ranked the proposals based on pre-determined criteria and selected two firms to interview. The interviews took place on July 20, 2016 and the Selection Committee ranked the firms and selected MIG, Inc. as first negotiation preference based on their presentation, project’s understanding and methodology, past projects, personnel experience, and their vision for the F Street corridor. 

 

Scope of Work

The scope of work includes the preparation of a Streetscape Master Plan and 30% Design Development construction documents (Attachment 3, Two-Party Agreement, Exhibit A).  The proposed Design Project Schedule (Attachment 3, Exhibit A, Attachment 2) anticipates the Consultant’s work taking approximately 12 months with an option to extend the completion date if needed.

 

1.                     Streetscape Master Plan

 

A Streetscape Master Plan (“Master Plan”) is to be prepared by the Consultant in accordance with the objectives contained within the Urban Core Specific Plan, as well as, the City’s Street Design and Construction Standards.  The Master Plan is to include a comprehensive site plan for the development of the F Street Promenade from Third Avenue to Bay Boulevard.

 

The Consultant shall coordinate and work closely with City staff during community workshops, development of the Project, and the approval process. 

 

Subsequently, the Master Plan is to be refined to develop a Final Streetscape Master Plan to be presented to the Safety Commission and the City Council for review and approval.

 

 2.  Design Development (30% Construction) Documents

 

Following approval of the Final Streetscape Master Plan, the Consultant will proceed with the preparation of Design Development documents. These documents are equivalent to a 30% complete construction documents, including but not limited to preliminary improvement plans (grading, curb, gutter, sidewalks, and other hardscape layout), preliminary planting and irrigation plans, striping plans, drainage/storm water quality report and a preliminary estimate of probable cost. These documents will be prepared in accordance with the requirements of the City’s street design and construction standards and any other applicable City codes, standards and specifications.  

 

Contract Payment

 

The total cost of the contract for consulting services for the Project is $224,680 (Attachment 3, Exhibit D).

 

DECISION-MAKER CONFLICT

Staff has reviewed the property holdings of the City Council members and has found no property holdings within 500 feet of the boundaries of the property which is the subject of this action. Consequently, this item does not present a disqualifying real property-related financial conflict of interest under California Code of Regulations Title 2, section 18702.2(a)(11), for purposes of the Political Reform Act (Cal. Gov’t Code §87100,et seq.).

 

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

 

LINK TO STRATEGIC GOALS

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community.

The Two-Party Agreement defines the relationship between the City and MIG, Inc. and forms a collaborative team to create a multi-modal corridor that will transform F Street into an inviting, thriving and safe link between the Third Avenue Village and the Bayfront with strong connections to the surrounding community while providing active and passive recreation opportunities for all users.

CURRENT YEAR FISCAL IMPACT

There will be no impact to the General Fund for consulting services.  The Consultant will be paid via the funding through the TransNet Active Transportation Grant the City received from SANDAG as will City staff time for all associated costs.

 

Per Council Resolution No. 2015-276, Fiscal year 2015/2016 CIP budget was amended to establish a CIP project, “F Street Promenade Study” and appropriated $491,000 in active Transportation Program grant funds and $27,345 in matching funds from the available balance of the Transnet Fund. 

 

ONGOING FISCAL IMPACT

Approval of the Two-Party Agreement will not result in on-going fiscal impacts.
