SUMMARY
Staff is requesting Council approval of the agreement with the Living Coast Discovery Center (LCDC) in support of the City's composting program. Approval of this agreement with the LCDC will allow the City to host composting workshops and presentations, maintain the current composting demonstration area, assist in the recruitment of program participants and support the City's composting network of volunteers.

The Director of Development Services has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Class 1 Categorical Exemption pursuant to Section 15301 (Existing Facilities) of the State CEQA Guidelines because the proposal involves negligible or no expansion of an existing use. Thus, no further environmental review is required.
