- APPLICANTS RECEIVING TWO OR MORE NOMINATIONS FOR THE AT-LARGE MEMBER SEATS FOR DISTRICTS 1,2,3, AND ANY DISTRICT;
- ALL APPLICANTS FOR THE AT-LARGE MEMBER - DISTRICT 4 REPRESENTATIVE SEAT; AND
- ALL APPLICANTS FOR THE ELEVEN DESIGNATED MEMBER SEATS (AS DEFINED IN CVMC 2.61.050(C))

BACKGROUND
In November 2016, Chula Vista voters approved Measure P, a temporary, half-cent sales tax to fund infrastructure upgrades across the City. Part of the measure included establishing the Citizens’ Oversight Committee (COC) to review and report on all Measure P proposed expenditure plans, financial reports and audits.
The COC will be composed of 16 members:
- Five (5) At-Large Members, one resident from each of the four City Council districts, and one member who is a resident of any district; and
- Eleven (11) Designated Members, who are nominated by “nominating authorities,” described in Chula Vista Municipal Code (CVMC) section 2.61.050(C).
Details related to the Citizens’ Oversight Committee are described in CVMC section 2.61 (Attachment 1).
The City Clerk’s Office received 46 applications from individuals interested in serving on the COC. The next steps in the process are: 1) The City Council will make nominations for interviews for the At-Large Member seats for which five or more applications were received; and 2) The City Council will set date(s) for the required interviews for all seats.
The COC must be convened prior to April 1, 2017, pursuant to CVMC section 3.33.160(D). Attachment 2 includes a timeline of the appointment process for the COC.
APPOINTMENT PROCESS
At-Large Members - District Representatives (one member from each Council district and one from any district - total of 5 members)
More than five applications were received for each of the following seats:
- At-Large Member - District 1 Representative
- At-Large Member - District 2 Representative
- At-Large Member - District 3 Representative
- At-Large Member - Any District Representative
Nominations by the City Council may be made at the February 21, 2017 meeting, in accordance with CVMC section 2.53.040(E). Each applicant who receives two or more nominations will be invited to interview on a future date.
Three applications were received for the At-Large Member - District 4 Representative seat; therefore, all applicants will be invited to interview.
Designated Members
In accordance with CVMC section 2.61.060, Nominating Authorities have submitted the names for their nominee(s) to the City Clerk, who has requested an application from each nominee. All Designated Member applicants will be invited to interview on a future date.
Interviews - At-Large and Designated Members
The Council will collectively set a time to hold an open meeting or meetings to conduct the required interviews.
ITEM A: NOMINATION OF APPLICANTS TO BE INTERVIEWED (AT-LARGE SEATS FOR WHICH FIVE OR MORE APPLICATIONS WERE RECEIVED)
In accordance with CVMC 2.53.040, any member of the public, including any individual submitting a qualified application, shall be afforded the opportunity to speak to the nomination item. Following the public comment period, the Mayor and each Councilmember will complete a form indicating one or more applicant each wishes to nominate for an interview and provide the form to the City Clerk. The City Clerk will then announce the names of each applicant who receives two or more nominations. The nomination forms will be public record and available for public review.
The following list includes applicants for those seats that require City Council nominations for interviews (At-Large Member seats for which five or more applications were received). Applications for these seats are included as Attachment 3. Pursuant to the appointment process, the Council shall independently review the applications.

Per CVMC 2.53.030(C), “‘Qualified application’ means an application received within the application period with all of the required components. The application form shall be available through the City Clerk’s office and will specify the required components for an application to be deemed a qualified application.”
ITEM B: DISCUSSION OF INTERVIEW PROCESS AND SELECTION OF DATES TO CONDUCT INTERVIEWS
Following the nominations for interviews in Item A, the City Council will select a date and time to conduct the required interviews for all seats. All interviews will be conducted during open meetings of the City Council, at which any member of the public will be provided an opportunity to speak before and after the interviews.
In addition to conducting interviews of the finalists selected as part of Item A, the City Council will also interview all applicants for the At-Large Member - District 4 Representative seat and all Designated Member seats. Applications for individuals in these seats are included as Attachment 4. Pursuant to the appointment process, the Council shall independently review the applications.
