SUMMARY

On May 13, 2014, the City Council authorized staff to apply for four infrastructure grants and a planning grant from the California Active Transportation Program.  This resolution also authorized the Public Works Director or designee to execute all grant agreements.  Staff was notified by the San Diego Association of Governments (SANDAG) that the City had been awarded a grant of $491,000 for the F Street Promenade Study.  This resolution will add this project to the Fiscal Year 2015-16 Capital Improvement Program (CIP) and appropriate all funds.  The second resolution will add $30,000 in TransNet funding to the Bike Lanes on Broadway Feasibility Study (STM-384).

 

ENVIRONMENTAL REVIEW

The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality act State Guidelines; therefore, pursuant to State Guidelines Section15060(c)(3) no environmental review is required.

DISCUSSION

F Street Promenade

On September 26, 2013, Governor Brown signed legislation creating the Active Transportation Program (ATP) to encourage increased use of active modes of transportation, such as bicycling and walking.  This legislation consolidated several Federal and State transportation programs.  The initial grant application deadline was May 21, 2014.

 

On May 13, 2014, Council adopted Resolution No. 2014-072 (Attachment 1), which approved of the City’s submittal of four infrastructure grant applications and an application for the F Street Promenade Study from Bay Blvd. to Third Avenue.  The Study would include the preparation of preliminary design plans for the beautification of F Street and the enhancement of pedestrian, bicycle and transit facilities.  The F Street application also provided certification for approximately $27,000 in City matching funds to supplement the grant request for $491,000.  These matching funds were proposed to be used to cover supplies and materials for four community outreach meetings and production of preliminary plans.  The resolution also authorized the Public Works Director or designee to execute all grant agreements if any of these grants were awarded to the City.

 

The San Diego Association of Governments (SANDAG) administers the ATP grants in the San Diego area.  In June 2015, all applicants for the ATP grants were notified of the results of the application ranking process.  The City’s F Street Promenade Study (STL-412) was recommended for funding.  The recommendations were subsequently adopted by the SANDAG Board of Directors on July 24, 2015.

 

All relevant documents (Attachments 1 and 2) have been executed, as authorized by Resolution No. 2014-072.  This project must be added to the Fiscal Year 2015-16 CIP and funding must be appropriated.  SANDAG staff has included the grant amount of $491,000 in the Regional Transportation Improvement Program (RTIP) under project number CHV76.  City staff will need to amend the RTIP in order to include the City contribution of $27,345 for the project.  The matching City contribution will be from the TransNet Fund.  The project must be completed by August 14, 2018. 

 

Bike Lanes on Broadway

To conduct additional outreach to businesses along the corridor and to the public, $30,000 of additional funds are required to cover the costs for additional staff time required to complete this project. TransNet funds are available for this purpose.

DECISION-MAKER CONFLICT

Staff has reviewed the property holdings of the City Council and has found no property holdings within 500 feet of the boundaries of the properties which are the subject of this action.  Consequently, these items do not present any disqualifying real property-related financial conflict of interest under California Code of Regulations Title 2, section 18702.2(a)(11) for purposes of the Political Reform Act (Cal. Gov't Code § 87100, et seq.).

Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in these matters.  

 

LINK TO STRATEGIC GOALS

The City’s Strategic Plan has five major goals: Operational Excellence, Economic Vitality, Healthy Community, Strong and Secure Neighborhoods and a Connected Community.   The F Street Promenade Study supports the Economic Vitality goal as it identifies ways to improve the appearance and walkability of F Street and thus its attractiveness to potential developers.  The Bike Lanes on Broadway Study supports the Connected Community Goal, since expanded bicycle facilities on Broadway will improve the linkage of non-motorized transportation in western Chula Vista.

 

CURRENT YEAR FISCAL IMPACT

Approval of the first resolution will result in the establishment of a new CIP, STL-412, and appropriate $491,000 in Active Transportation Program Grant funds and $27,345 from the available balance of the TransNet Fund to STL-412. The availability of matching funds was certified by Resolution No. 2014-072.   

 

Approval of the second resolution will result in the appropriation of $30,000 from the TransNet fund to STM-384. There are sufficient TransNet funds available for this appropriation.

 

ONGOING FISCAL IMPACT

It is expected that various infrastructure improvements will be included in the recommendations of these studies.  There is no ongoing maintenance for these projects as they are planning studies.
