SUMMARY
On January 5, 2016 the City of Chula Vista adopted the first Healthy Action Plan inclusive of a strategy to develop an advisory commission to guide future programs and policies related to the health and well-being of Chula Vista residents. At this time, staff is bringing forward an ordinance to adopt the Healthy Chula Vista Advisory Commission.

Environmental Determination
The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

Cities play a critical role in supporting the health and well-being of their communities. Recognizing the importance of health to a community, the Chula Vista City Council adopted Section 3.1.1 of the City's Strategic Plan, which supports the implementation of policies and programs that support the goal of creating a Healthy Community.
