SUMMARY
Pursuant to Chula Vista Municipal Code 2.56.070 relating to contracts exceeding $100,000, the Police Department is requesting to waive the competitive formal bid requirement and authorize to purchase ammunition, bulletproof vests and equipment from San Diego Police Equipment Company.

Environmental Determination
The Director of Development Services has reviewed the proposed activity for compliance with the California Environmental Quality Act (CEQA) and has determined that the activity is not a "Project" as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical change in the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines, the activity is not subject to CEQA. Thus, no environmental review is required.

DISCUSSION
San Diego Police Equipment Company provides the Police Department with ammunition, bulletproof vests and essential police equipment to support the daily operations of sworn personnel. In fiscal year 2016, the Police Department spent $91,600. Cumulatively, over the past three years the total costs from this vendor have exceeded the $100,000 spending threshold per the City's purchasing policies.
