SUMMARY

On June 2, 2015 and October 13, 2015, City Council approved the year one and year two agreement, respectively, between the City and Community Health Improvement Partners for funding through the Center for Disease Control and Prevention’s Racial and Ethnic Approaches to Community Health (REACH) program to promote healthy eating and physical activity to Latinos living in Chula Vista’s 91910 and 91911 zip codes.  This action will approve year three funding in the amount of $30,007 for staff time to further develop policies and plans supporting healthy food access.

DISCUSSION

The non-profit Community Health Improvement Partners (CHIP) recently received funding ($30,007) through the Center for Disease Control and Prevention’s Racial and Ethnic Approaches to Community Health (REACH) program to address health disparities in Chula Vista.  Specifically, the project will work to promote healthy eating and physical activity to Latinos living in the City’s 91910 and 91911 zip codes.

 

The aforementioned Year three funding of $30,007, used to support City staff time, will be added to the appropriations previously made on June 2, 2015 and October 13, 2015 for a total of $90,014 of grant funding through the federal fiscal year ending September 30, 2017.

 

The project will provide the City with technical assistance to develop and review policies to support healthy food access. In addition to the City of Chula Vista, other project partners include the UCSD School of Medicine’s Center for Community Health, Scripps Mercy Chula Vista, Sweetwater High School District, Chula Vista Elementary School District, and the YMCA.

 

DECISION-MAKER CONFLICT

Staff has reviewed the decision contemplated by this action and has determined that it is not site specific and consequently, the 500-foot rule found in California Code of Regulations section 18705.2(a)(11), is not applicable to this decision.  Staff is not independently aware, and has not been informed by any City Council member, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.

CURRENT YEAR FISCAL IMPACT

The REACH sub-award will provide $30,007 to support City staff time associated with healthy eating-related policy development.  Approval of the resolution will result in no net fiscal impact to the City’s Federal Grants Fund as the appropriation of $30,007 is fully offset by unanticipated grant revenue. 

 

ONGOING FISCAL IMPACT

The proposed project would be a one-time activity.  There are no ongoing fiscal impacts.
