SUMMARY
The Police Department is requesting an appropriation of $45,000 from the available balance of the Inmate Welfare Fund for personnel costs of a Life Enrichment Coordinator, fitness and recreation equipment for jail inmates and installation of television enclosures at the city jail.

DISCUSSION
Under California Penal Code Section 4025, an Inmate Welfare Fund is mandated to provide services essential to the benefit, welfare and educational needs of the inmates confined in the detention facilities. The money deposited into the Inmate Welfare Fund includes commission attributable to the use of pay telephones that are primarily used by inmates while incarcerated, along with sales from the jail commissary. The jail commissary allows inmates to purchase supplies necessary for their comfort, sanitation and welfare. Such supplies are candy, snacks, writing materials and hygiene items.

Inmate welfare funds may not be used to pay for required expenses of confining inmates in a local detention system, such as meals, clothing, housing or medical services. The City has established an interest-bearing fund outside the General Fund for the Inmate Welfare Fund.
